WORK EXPERIENCE
Project Surveyor
Universal Pegasus Internationalti - Houston, TX - January 2008 to February 2016
This company is engaged in the design and construction of long distance oil and gas pipelines. In this
assignment, I was tasked with the preparation of right-of-way plats for use by various right-of-way acquisition
firms. Each pipeline project required the resolution of the boundaries.of the large number of tracts across
which the pipeline was intended to cross, becoming in fact boundary surveying on steroids. For these, I was
given title information for the various tracts in the form of a limited title commitment (L.T.C.) by the acquisition
firms. I analyzed and plotted the descriptions for those tracts, then directed field crews to locate the boundary
monuments described therein. The field data was for the most part generated by Global Positioning System
(G.P.S.) measurement. When the field data was returned to me, I compared the data found in the field with that
called for in the deeds and made the necessary boundary decision. I then directed mappers in the preparation
of the plats and wrote legal descriptions for the required pipeline right-of-way easement.
All work was carefully crafted to conform to all aspects of the minimum technical standards issued by the
licensing body for the state in which the work was performed.
In April, 2012, I sat and passed the 2-hour state specific examination administered by the State of West Virginia
Board of Professional Surveyors and was awarded a license to practice surveying in that state.
In October, 2012, I sat and passed the 2-hour state specific examination administered by the State of
Tennessee Board of Examiners for Land Surveyors and was awarded a license to practice surveying in that
state.
In October, 2013, I sat and passed the 2-hour state specific examination administered by the Commonwealth
of Virginia Board for Architects, Professional Engineers, Land Surveyors Certified Interior Designers and
Landscape Architects and was awarded a license to practice surveying in that commonwealth.
In October, 2014, I sat and passed the 2-hour state specific surveying examination and a 4-hour hydraulics
and hydrology examination administered by the State of Georgia Board of Engineers and Land Surveyors and
was awarded a license to practice surveying in that state.
Also in October, 2014, I sat and passed the 2-hour state specific examination, the 4-hour road grading and
drainage examination administered by the State of Maryland Board for Professional Land Surveyors as well
as the 6-hour N.C.E.E.S. P.S. examination (which was not and is still not required for licensiure in the State
of Texas) and was awarded a license to practice surveying in that state.
In May, 2015, I sat and passed the 2-hour state specific examination administered by the Commonwealth of
Kentucky and was awarded a license to practice surveying in that commonwealth.

I was employed here as a Registered Professional Land Surveyor in a company which specialized in residential
and commercial land development. In that capacity, I obtained, analyzed and plotted deeds and other
documents needed for the required surveys. I directed field crews in gathering the data needed. I analyzed
that data as to sufficiency and made the necessary boundary and topographic determinations. I prepared the
maps for those surveys and made all needed computations for construction staking using Autocad/Carlson
software. Where A.L.T.A. surveys were requested, I interacted with the title companies and attorneys involved
to ensure completion of the survey. Where final plats were required, I interacted with the reviewing entities for
the municipalities involved to ensure that those documents were approved.

In March 2004, I departed Texas for the country of Belize where I had been engaged by
Swedesurvey, a division of the National Survey of Sweden which had contracted with the Government of Belize
(GOB) to aid in the Land Management Program of that country. This program was an effort by the GOB to clarify
the land tenure status of over 13000 rural parcels within the northern two districts of Belize. While engaged
in this capacity, I was charged with verifying tenure, demarcating and surveying over 500 new parcels in the
adjudication sections of San Jose/San Pablo, Carmelita and Shipyard. The surveying was performed using
sub-metre Global Positioning System (G.P.S.) (L1 phase only) according to strict specifications. Following
the field work, I prepared cadastral plans for the surveyed parcels using Autodesk Land Desktop 3 and then
assisted in compiling the database and maps for use in the GIS program being used by Swedesurvey.

I was employed here in a branch office of this Houston based company. Our primary client was the Texas
Department of Transportation (the agency charged with maintaining all public highways within the State of
Texas)l Our work for them required us to travel over the entire state performing the boundary and topographic
surveys necessary for the maintenance and improvement of the highway system within the state. We also
performed boundary and topographic surveys for other clients using both traditional and GPS equipment. In
doing this work, I gained substantial computer skills in the use of Microstation, AutoCAD R14 with Softdesk
8 and Autodesk LD-3.

I was employed here as a party chief while waiting for the return my Texas Surveyor's license to active status.
I used Trimble 4800 in RTK and in static modes as well as conventional methods to perform boundary and
topographic surveys.

I relocated to St. Croix in October, 1993 and obtained registration as a Land Surveyor in May of 1994. From
1995 until 1999 1 was contracted to the Governmeint of the Virgin Islands as Assistant Highway Designer. This
was a professional services contract executed by the Government with funding through the Federal Highway
Administration of the United States of America. The original contract was extended until February 1998 and
renewed in March 1998 for two years. In this capacity, I was responsible for developing the plans, specifications
and estimates for various highway reconstruction projects on the islands of St. Croix and St. Thomas/St. John.
Using AutoCAD R13 and later R14 coupled with the program then known as Softdesk, Lotus 123 and Microsoft
Word, I designed the horizontal and vertical alignments and drainage analysis and design for several major
street and highway improvement projects. Most noteworthy of these was the rehabilitation of Strand Street/
Buddhoe Park in Frederiksted, St. Croix in preparation for the sesquicentennial of the abolition of slavery in
the Danish West Indies (now the U.S. Virgin islands).

I worked as a Registered Professional Land Surveyor contracting work from various engineers, surveyors, title
companies and individuals. The most notable of these was one obtained from Whit Heffington and Associates
on the Island of St. Croix in the U.S. Virgin Islands in 1991. I was engaged by that firm to aid in the boundary
survey and right-of-way acquisition for a 2.5-mile long highway bypass around the town of Christiansted on
that Island. For this, I planned and executed a control traverse tied to the local Lambert grid system. Boundary
monumentation was then related to this.

I was employed here as thr Coordinator of Surveying Technology. In addition to teaching classes in basic,
advanced topo/route and boundary surveying, my duties included the marketing of the program to various

was responsible for the purchase and maintenance of most of the equipment in that program's inventory.
My teaching duties also introduced me to the use of several computer programs (Lotus, WordPerfect, and
